MUNCIE, Ind. — A study on Minnesota’s manufacturing climate from an out-of-state university grades the Gopher State with an A for productivity and innovation, a B for manufacturing, but an F for its tax climate.
Michael Hicks, an economics professor at Ball State University in Muncie, Ind., said that the report, the 2013 Manufacturing and Logistics Report Card, issued in June gives a state by state analysis on manufacturing climates.
